remarks on Democracy Day 2019, The UN Secretary-General Ant\u00f3nio Gutteres urges \u201cactive, substantive and meaningful participation\u201d of the People in the democratic process. \u201cAt heart, democracy is about people. It is built on inclusion, equal treatment and participation, and it is a fundamental building block for peace, sustainable development and human rights\u201d, he said.\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<div class=\"elementor-element elementor-element-6d05717d elementor-widget elementor-widget-text-editor\" data-id=\"6d05717d\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>These remarks stand in stark contrast with the prevailing attitude of the \u201cinternational community\u201d with regards to the struggle of the Haitian people for justice, human rights, sustainable development and effective democracy. While I am cognizant of multiple initiatives and effort by international agencies providing technical assistance to promote democracy, good governance and rule of law, there is blatant moral failure when it comes to demonstrating \u201cpolitical will\u201d and exerting positive influence to establish effective democracy in Haiti.<\/p><p id=\"7e7e\" class=\"la lb cv bc lc b ld le lf lg lh li lj lk ll lm ln\" data-selectable-paragraph=\"\"><strong class=\"lc lz\"><em class=\"ly\">Siding with corrupt and oppressive political elites in Haiti?<\/em><\/strong><\/p><p data-selectable-paragraph=\"\">For over a year now, a broad cross-section of civil society, grassroots associations, youth and women networks have been voicing their disenchantment and disapproval of corrupt politicians both at the Executive and Legislative branches of Government. Tech-savvy activists join hands with community organizers as middle-class citizens walk side by side with destitute poor in support of their legitimate demands for transparency and accountability. Since July 2018, tens of thousands of people have taken to the streets in every major town in Haiti to ask where funds meant for the country\u2019s development have gone. As crowds chant\u00a0<strong class=\"lc lz\"><em class=\"ly\">\u201cWhere is the PetroCaribe money\u201d?\u00a0<\/em><\/strong>in Port-of-Prince, their refrain is echoed worldwide by the Diaspora.\u200b<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<section data-particle_enable=\"false\" data-particle-mobile-disabled=\"false\" class=\"elementor-section elementor-inner-section elementor-element elementor-element-7b0a108 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"7b0a108\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-fe36c28\" data-id=\"fe36c28\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-1e949cb elementor-widget elementor-widget-image\" data-id=\"1e949cb\" data-element_type=\"widget\" data-widget_type=\"image.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<img loading=\"lazy\" decoding=\"async\" width=\"220\" height=\"147\" src=\"https:\/\/www.politicom.ca\/wp-content\/uploads\/2019\/09\/first_blog_under_image.jpeg\" class=\"attachment-full size-full wp-image-1178\" alt=\"\" sizes=\"(max-width: 34.9rem) calc(100vw - 2rem), (max-width: 53rem) calc(8 * (100vw \/ 12)), (min-width: 53rem) calc(6 * (100vw \/ 12)), 100vw\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-f97300f\" data-id=\"f97300f\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-7eb1f0b elementor-widget elementor-widget-text-editor\" data-id=\"7eb1f0b\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>Despite this growing demand for justice, the international community has largely turned a blind eye to the corruption at the highest level of government and all but ignored the Haitian people\u2019s legitimate demands\u00a0<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<div class=\"elementor-element elementor-element-7ea3d5c elementor-widget elementor-widget-text-editor\" data-id=\"7ea3d5c\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>for transparency. The unwavering support to the status quo and current President Jovenel Moise is tantamount to complicity with the oppressor. It has created a widespread perception, among Haitians, that the international community is insensitive to the grievances of a desperate population yearning for good governance and a responsive political leadership.<\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3205ac5 elementor-widget elementor-widget-text-editor\" data-id=\"3205ac5\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><em><strong class=\"lc lz\">For democracy promotion to be meaningful, the international community should side with the marginalized citizens, the destitute youth and the excluded women who have the courage to stand up against the corrupt politicians.<\/strong><\/em><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3af6b60 elementor-widget elementor-widget-text-editor\" data-id=\"3af6b60\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p id=\"0fac\" class=\"la lb cv bc lc b ld le lf lg lh li lj lk ll lm ln\" data-selectable-paragraph=\"\"><strong class=\"lc lz\"><em class=\"ly\">Making democracy deliver<\/em><\/strong><\/p><p id=\"14ae\" class=\"la lb cv bc lc b ld le lf lg lh li lj lk ll lm ln\" data-selectable-paragraph=\"\">While western scientists and scholars raise the alarm about a growing trend of democratic backsliding both in Haiti and across the world, politicians take advantage of these shortcomings to consolidate their power. Autocratization \u2014 or the emergence of autocratic figures through the ballot box \u2014 \u2014 is one of the symptoms of this \u201cdemocratic disease\u201d. It\u2019s a malady born out of the lack of trust in a political system corrupted by the elites and the people\u2019s growing disenchantment with the unkept promises of democracy. In its 2019 Democracy Report, Varieties of Democracy, a think-tank affiliated with the University of G\u00f6tenburg in Sweden, shows Haiti among those countries sliding back on the democratic scale. The report states \u201c<em class=\"ly\">History shows that if pro-democratic forces work together, autocratization can be prevented or reversed<\/em>\u201d \u2013Western political elites and the governments are quick to call themselves pro-democratic but who among them does actually heed this call to action?<\/p><p id=\"03a5\" class=\"la lb cv bc lc b ld le lf lg lh li lj lk ll lm ln\" data-selectable-paragraph=\"\">Who is willing to act to prevent the continued decline in global freedom and human rights depicted in the 2019 Annual Report from Freedom House?\u00a0<em class=\"ly\">In 2018, Freedom in the World recorded the 13th consecutive year of decline in global freedom\u00a0<\/em>\u201c<em class=\"ly\">The overall losses are still shallow compared with the gains of the late 20th century, but the pattern is consistent and ominous.\u00a0<\/em><strong class=\"lc lz\"><em class=\"ly\">Democracy is in retreat.<\/em><\/strong><\/p><p id=\"7254\" class=\"la lb cv bc lc b ld le lf lg lh li lj lk ll lm ln\" data-selectable-paragraph=\"\">In order to reverse this trend, democracy promoters should start by putting human rights of ordinary citizens at the heart of the democratic process. They should promote and safeguard substantive democracy that has an impact in the daily lives of the citizens, instead of consolidating the status quo\u00a0<em class=\"ly\">( democracy of the elites).\u00a0<\/em>As both the Executive and Legislative branches of Power in Haiti lose all their credibility, the international community has a unique opportunity to rebrand itself as a genuine promoter of effective democracy, by unequivocally calling out Haiti\u2019s political elites and expressing solidarity to the oppressed people of Haiti who are yearning for equality, justice, and basic human dignity.<\/p><p id=\"80e2\" class=\"la lb cv bc lc b ld le lf lg lh li lj lk ll lm ln\" data-selectable-paragraph=\"\">As a community of shared purpose and humanity, you can not stand idly by while a minority of kleptocrats consistently rob Haiti off its future, and deny the vibrant youth of this embattled nation their basic right to dream.<\/p><p id=\"d37a\" class=\"la lb cv bc lc b ld le lf lg lh li lj lk ll lm ln\" data-selectable-paragraph=\"\">It is a moral obligation for the international community to adopt a political stance in favour of basic human rights and rebuke systemic corruption.
